Public bug reported:

Badgr has multiple servers and an institution can set up its own servers
as well, e.g. with EduBadges, a fork of Badgr before Canvas took Badgr
over.

It would be good to allow for multiple Badgr / EduBadges instances to be
connected to one Mahara site, esp. when thinking about multi-tenancy:

- Allow for all Backpack URLs to be displayed on the 'Connected apps' -> Badgr (to be renamed to 'Badges' page so that the login form applies to the corresponding site.
- All connected backpacks are being searched in the block.

We already allow for multiple sources, but each backpack provider can
currently only be there once.
