They were built once (aren't regenerated for every mariadb release).
I've built them from the corresponding jemalloc sources.
As far as I remember distribution version of jemalloc was too old and
didn't work correctly for us (note that we have jemalloc only for
precise and lucid).

Yes. But it's pretty hairy.
