Is this still happening?

I've seen similar errors in previous weeks at random times
when provisioning virtual machines from scratch, but usually
things worked fine again when re-trying a few minutes later.

Looks as if maybe the Ubuntu key server keyserver.ubuntu.com
is overloaded at times, and not able to successfully reply
to all incoming requests?
