Supposing that it is more common for people to read the page contents
that search for something (you would also scroll the search results,
after all), this is a usability bug. Correct behavior would be not to
set the cursor focus anywhere, so that pressing arrow down will scroll
the page.

There was some common JS code to autofocus on the first text field, this is good for the login pages, and full search page. Since I added the search box to the base template yeah it is annoying, I noticed it the other day myself.

I have now set it to ignore fields marked "noautofocus".
