Yes, of course. I don't know how to apply patches trough the patch tool
but is easy to open the patch file and follow the instructions.
In this case you only have to:
1º- $ sudo gedit /usr/bin/googleearth
2º- Put your pasword
3º- Add the line "export LC_NUMERIC=en_GB.UTF-8" after the line "export LD_LIBRARY_PATH=/usr/lib32/googleearth:"${LD_LIBRARY_PATH}""
4º- Save the file
And you're done.
