I agree with the need to prototype and publish.

However,  the changes that I am suggesting have either come about
through your teaching modelling or through XML-ization of the model.
I believe we should move forward with these changes and base the
prototypes on the resulting model (2.3.0).

There is also one blueprint that I entered in June:

This is regarding eliminating the ontology of a CCD.  The explaination
is in the blueprint.  But I'll just add that the XML way of creating
specific options for an attribute is through use of the enumeration
facet.  As suggested by someone, we can handle translations through a
translation service.  Maybe HKCR.net?
