For anyone creating CCDs or tools that build CCDs for 2.3.1 or 2.4.0 :
The namespace has been incorrect on these versions.
The 'xmls' component in the URI should be 'xmlns'.  It has been
changed on the server.  This is likely a breaking change to your
documents, schemas.  Please note and update immediately.  The new
2.3.1 and 2.4.0 schemas should be uploaded within two hours.
