i followed your command and i got reply 

"Reading package lists... Done
Building dependency tree... Done
libwrap0 is already the newest version.
0 upgraded, 0 newly installed, 0 to remove and 11 not upgraded."

i think libwrap0  was already there, it mosquitto is unable to  load shared libraries. 
what to do now
