Definitely not. I put firefox, and monodevelop into full screen all the time, not because I'm super focused on reading the latest posting of cuteoverload, but because I want the little bit of extra screen real estate. I know many people who do this. Full screen is not a proper heuristic for "is busy", as nice as it would be if it were.
