Public bug reported:

Have map in 2D view, select multiple rooms (via mouse rectangular
selection), move them. Check rooms above those you have selected, they
are also moved.

Such behaviour is not desirable, that could mess up those levels, as you
cannot see where you are moving. Also, z-levels could be "logically"
separate from rooms above/below them, so moving them would also make a
mess on other levels.
