Amulet is now usually pulled from pypi (into a virtualenv via pip),
rather than using packages. Are they still being built, or very old?

(other reasons for switching to libjuju may still apply)

  tests cannot be run on Ubuntu releases more recent than 17.04

Bug description:
  Since Amulet packages are only available on releases up to Zesty, the current test suite cannot be run on recent LTS releases (e.g. Bionic).
  Tests should be rewritten using libjuju.
