You're right... pip install amulet does work in a Bionic machine. The
problem is rather that tests/00-setup tries to apt-get amulet and juju-
local, neither of which are available in Bionic and later.

** Description changed:

- Since Amulet packages are only available on releases up to Zesty, the current test suite cannot be run on recent LTS releases (e.g. Bionic).
+ tests/00-setup tries to apt-get amulet and juju-local. Those packages are however not available after Xenial, so the current test suite cannot be run on recent LTS releases.
  Tests should be rewritten using libjuju.

** Summary changed:

- tests cannot be run on Ubuntu releases more recent than 17.04
+ tests cannot be run on Ubuntu releases more recent than Xenial
