Charm-mysql bug prevents functional tests from completing successfully
  https://github.com/juju-solutions/charm-mysql/issues/40

When the nagios-unit drops, it drops its monitor relation with mysql,
and blocks waiting for units to go idle.  But mysql has a hook error on
monitor-relation-departed.

This should should test against percona-cluster charm instead.
