In the current implementation of the instant mode (see #494396) it is
still necessary to provide the details for at least one person, which
takes part in the review: In case you want to do a really quick and
small review, you would like to instantly jump into the protocol window
from the start screen.

Suggested quick-fix (due to the short timeline for 1.3): Implement a
"skip" button for the dialog which puts some standard values (system
username or something) into the fields, so the impatient user can
proceed quickly.
