[Bug 388403] [NEW] lid close at log-in screen should trigger hibernation or suspension

Public bug reported:

When no one is logged in and the log-in screen (gdmgreeter) is on, and
the lid becomes closed, the computer stays on rather than going into
hibernation or suspension. This drains the battery and does not seem
safe.

** Affects: dell-mini
     Importance: Undecided
         Status: New
