Hello!
So my analysis was wrong, 

Nevertheless looking at the mails there is a "from - to" information
line

What I am trying to say is that only experts might understand that a the
to-field has a very ambiguous meaning.

the customer gets  emails, but the statement  for status change
<customer>.... "notified" is wrong, because he is not notified by email.

Status in OpenERP Addons (modules):
  Invalid

Bug description:
  if "Receive Messages by Email=Never" for a partner or contact - no
  message is sent to this address

  Nevertheless in the message the partner is mentioned as addressee,
  which is miss leading, as no message was sent.
