Hello,

No, it is the "Receive Messages by Email' field, in the user's
preferences or in the partner form view. opt-out is only used for
marketing campaigns. I know that messages / notifications / emails is
maybe not easy to understand, but adding information about sent emails
in the chatter does not seem a solution to solve this issue. Actually
you should not have to worry about emails; if the recipient is a partner
he will receive it by email unless you changes the "Receive ... " field
value. Classic and portal users can change this field at any time
because it is in the Preferences form view.

Bug description:
  if "Receive Messages by Email=Never" for a partner or contact - no
  message is sent to this address

  Nevertheless in the message the partner is mentioned as addressee,
  which is miss leading, as no message was sent.
