The rules are not published yet, because this is basically a /preview/
of some of the things that will appear in the Community section of the
new website we are preparing (it should be available for the release of v6)

The use of the logo will be granted to any 'OpenERP Community'
officially listed on the website, which will imply some requirements,
such as:
 - having an official community website with public communication channels
 - being an open community with a public list of members, and which
anyone can join

We'll also introduce an official status for companies or individuals
that are not official partners but are active community
members/contributors.
