The commonly reported workaround for this is to access the Modules -> Apps
-> Installed Modules menu and delete the "installed" filter to show all the
available apps (and allow install).

However, I am also very much interested in a real answer to your question. I
support OpenERP SA's goal to monetize their investment in OpenERP, and if
that means an easy-to-use but proprietary "Apps store" (meaning "Apps
store" in the generic sense, not one that results in a the
cease-and-desist-letter from apple), then I am concerned how long they will
allow this workaround to be used.
There is no possibility whatsoever to disallow that. And OpenERP SA mostly is
your friend, not your enemy
