Hi, Alejandro, there is an MP from Alexis de Lattre to the repository
partner-contact-management that does just what you want: import all
toponyms from any contry, taking Geonames as the source:

I haven't have time to review it, but it seems to be the way to go. If it's
as I expect, I want to adopt it for spanish localization adding two things:

   - A hook for taking alternative name for states, because for legal
   purposes (VAT declarations and so on), we need a different state code than
   the one published on GeoNames.
   - A mechanism to have off-line data, as a backup, in case GeoNames
   doesn't respond.
