I agree with Xavier and i think there is no issue of safety.

When we installed new addons as in the initial db setup than default shortcuts are stored in 'ir.ui.view_sc' only. And after installed it, we need to maintain session shortcuts for the any further operations. So it should be fetch from 'ir.ui.view_sc' and store in the session.
