I agree,

Lionel's suggestion makes things more clear.

I'de say that having in purchases a invoicing policy based in picking,  
doesn't make sense. In the purchases the picking is up to the supplyer.
There's a sentence at purchase.invoice_policy's help that clarifies:
     "From Picking: a draft invoice will be pre-generated based on  
validated receptions."
Well, it is based on receptions, not "from picking".
