I think OpenERP should not contain any states by default. It might
already be too much data for a company to have the whole list of
countries, when their customers and suppliers are national.

Regarding each module providing the list of states, there is already a
de facto standard for their name: l10n_XX_toponyms. Search for toponyms
on http://apps.openerp.com and you'll see.
