Cristian Salamea (Gnuthink) proposed the following answer:
@Fabrice, its better load data from each module, like account chart is specific by country, like states.
IMO another *_data.xml in l10n_ec solves the problem.

The l10n_XX has data context oriented but not only in account chart way.
