To reproduce

1. create 2 products:
Final product, UoM: kg
Base product, UoM: tonne

2. create a BoM for Final product
quantity: 1, Uom: tonne (!)
that uses
Base product, quantity: 1, UoM: kg (!)

3. create a production order for Final product
quantity: 1
UoM: kg

4. confirm it

Expected "products to consume":
Base product: 0.001 kg

Got:
Base product: 1000 kg = 1 tonne

An alternative and similarly buggy scenario is to change the BoM line for Base product from kg to tonne. That is 1 tonne Base product creates 1 tonne of Final product.
Then when producing 1 kg Final product we need 1000 tonne of Base product, instead of 1 kg.
