Hello Peter Langenberg,

I have checked your Issue But I am not agree with your this point.
because we can not restricted the manger with project member.

Lets see with different scenario,
while number of project are running under the one manager. At that time , manger have arise requirement of swapping member from one project to the another project. If we are restricted to the manager so how can swapping a member.
In other way, If we are not add the member in project. So manager can not assign a task ???????

I think this Issue need more Suggestion That's why I am setting this as
"Opinion".

@Experts: Would you please share your view on this.

  Opinion

Bug description:
  Create a project with 2 members.
  Create a task, goto search view res.users -> you can choose somebody who is not a project member ...
  This should not be possible.
