I have tested your scenario, but I think you might have a missed something..
When we are define BOM type "Normal" at that time structured consider only Product Component, Can not consider of the Product Component's child.
But when we are define BOM type "Sets / Phantom" at that time structured consider with Product Component's child.

Let's see with example,
As per your scenario#1,
1. Make a 6 different product p1,p2,com1,com2,com3 and com4.
2. Then make BOM.
	Now created BoM for Product P2 [bom type "Sets / Phantom" for P2] - at that time define sub product [Component : com3 , com4 ] and bom type "Normal Bom" for Sub component.
	when we created a bom for product P1[bom type "Normal Bom" for P1] - at that time define sub product [Component : p2, com1, com2 and bom type "Normal Bom" for Sub component].

        After that, we have created the MO for product P1 then the
'Products to consume' list displayed three line, one for Compo1, one for
Compo2 and one for P2. Because our bom type for "P1" is "Normal Bom"
That's why It's can not take the component's child.

Another scenario#2,
Now I am changing the bom type as a "Normal Bom" to "Sets / Phantom" for Product P1. And than created the MO for product P1. The 'Products to consume' list displayed four line, one for Compo1, one for Compo2 ,  one for Compo3 and  one for Compo4. So here, your scenario are satisfied by this configuration.

So Would you please try with the "Sets / Phantom" And notify us where you faced the problem. Also refer this, lp : 689868

  I've a product P1 with standard BoM with three components (Compo1,
  Compo2, P2). The component P2 is a phantom BoM with two components
  (Compo3, Compo4).

  If I make a manufacturing order for P1, in the 'Products to consume'
  list, I've three line, one for Compo1, one for Compo2 and one for P2.
  There is an issue of this last line. P2 is defined as a phantom BoM,
  so the line of P2 must be replace by two lines (one for Compo3 and one
  for Compo4).
