I mean, the idea is when we add only Description, because we and many
companies sell many items only once, which don't need to be added as
product.

Web client with Demo data.
6.1 RC1 - openerp-allinone-setup-6.1dev-20120216-110030
Opera 11.61 and Firefox 10.01.
1. Set Fiscal position on partner Agrolait as Normal taxes.
2. Create Sale order and add some order lines with only Description, price and quantity - without creating a product.
3. Click Compute.
The result is that no taxes are included in the sale order. They are
included only when a product is created and added.
