Hello Kyle,

OpenERP 6.1 doesn't provided any configuration wizard directly run after
creating a new db like 6.0.

So for 6,1 you can try "Set company header/footer" configuration wizard
or directly go to the  company form and change the currency as per your
requirement before install any module.

After doing a this changes you can install any modules as per your need
and see all are working fine.

So I don't think this is a bug.

Correct me If I am wrong!

Title:
  New database should required currency selection

Status in OpenERP Addons (modules):
  Incomplete

Bug description:
  In 6.1 when you create a new database it chooses EUR by default. This
  is bad practice. In the United States we do not use Euros and any
  other country would also have the same problem. If I choose an
  american chart of accounts it still uses Eur as the default currency.
  There is no option to select this.
