If you read my above statement consider this. An American customer
installs OpenERP for the first time. They want to know why it has their
currency configured as euro. In America they do not use euros! Worse, it
kind of codes this into everything, so default pricelist, default
accounts, are all set to use this as the primary currency. The user or
administrator will have to go into multiple forms and make changes. This
setting should be forced to be set at creation of database OR during
install of account module. I understand that the setup is different than
6.0, but that does not change the fact this is a problem.

The second part to the issue as stated above, is that it sets euro as a
default conversion factor of 1.00 or as the base currency. This means
that when a user selects US Dollar, it will convert the price against a
euro. So if I configure a product with a price of 1.00, it will change
the price at sale order to say 1.23. No user would understand this and I
hope you see clearly that this is a major issue as simple as it is.

Currency selection should be required. I imagine OpenERP will have many
customers that do not use euro that will complain to you about this. It
just doesnt make any sense to assume any user worldwide would use euro
as their currency and then force conversion if they select a different
default. The application needs to be more mindful of locales

Bug description:
  In 6.1 when you create a new database it chooses EUR by default. This
  is bad practice. In the United States we do not use Euros and any
  other country would also have the same problem. If I choose an
  american chart of accounts it still uses Eur as the default currency.
  There is no option to select this.
