Did the same, created a new database and installed only the purchase
product, without demo data, things are still broken. Added a screenshot.
What other infos do you need? Do you know from where this translations
should come from?

Title:
  Purchases menu is not translated to brazilian portuguese even though
  the translation string is there

Status in OpenERP Server:
  Incomplete

Bug description:
  The purchases root menu (base.menu_purchase_root) never get translated
  to portuguese, even though the translation exists in the server.
