Hello Richard,

We have provide a two different wizard for "Configure chart". 
1) Install your Chart of Accounts.
2). Generate Chart of Accounts from a Chart Template.

If you have run this wizard for one company then again you have to set
this configuration wizard on "To Do" state and run this wizard again,
select you chart template then all are working fine.

You don't have to assign 2nd company to user but you *must have to select proper chart template* on  "Generate Chart of Accounts from a Chart Template" wizard.
I have attached a video for your more reference, So would you please check it which will help you!

So this is not a bug that's why I am converting this into questions!

Title:
  "configure chart" multiple companies

Status in OpenERP Addons (modules):
  Invalid

Bug description:
  I am setting up a database for multiple companies.

  I create the two companies.  Then I go in to the wizard through "New
  Company Financial Setting" and choose a chart for company A.

  I change the company for the user to company B.  I then go in to the
  same wizard, and choose a different chart of accounts for company B -
  it sets up company B  with whatever was chosen for company A.

  How can I choose a different chart for company B?
