we had a similar issue at a customer with lot's of internal locations here in Brazil. This is actually one of the issues that made us loose the customer (back to 2011).

  [stock by location] should only show != 0 quantity

Bug description:
  When you have multiple locations you need to see where you have stock,
  or by location. If I have 0 quantity in a stock location it should not
  display this location on stock by location form. If I have several
  hundred stock locations and I only have quantity in 1 or two
  locations, it is nearly impossible to get this information. This is a
  critical reporting feature for any business that manages stock in
  locations and the current reporting functionality is not sufficient

  it should not show the location if the quantity = 0
