  [trunk] l10n_nl: no fiscal positions preconfigured

Bug description:
  Hi,

  the Dutch chart of accounts does not provide any preconfigured fiscal
  positions. All the taxes and accounts necessary are included in the
  chart so it can be added quite easily.
