[Bug 1049458] [NEW] [7.0 trunk] Account Type pollution (duplicates)

Have noticed - and this may be a longstanding issue - that upon setting
up a fresh database, the Account Types table is populated with default
entries. Then when you install the chart for a specific locale (doesn't
matter which one, but say the U.S. chart), you end up with a whole
additional set of Account Types, which mostly duplicate the ones already
there.
I would have thought the locale install process ought to update existing
Account Type records that have the matching type code, rather than
creating new ones?
Alternatively, is there a way to suppress (at DB creation time) the
automatic installation of the 'default' chart template and its
associated types model?
