Hello,

When an employee has submitted an Expense, it should not be possible to
delete it unless it is back in draft state.

Timsheets show the correct behaviour in this respect.

How to reproduce.

1. install 6.1 (or trunk) with module hr_expense
2. as an employee, create an expense and submit it to manager
3. have the manager approve it
4. as the employee, delete the expense -> it works but this should raise an error unless the expense is in draft state
