Hello tozm ,
I have checked thsi issue with latest trunk. I think its working fine
because if you login with user lang en_AU and change tax code name then
abviously it changes translation of lang en_AU. If you wan't to change translation of base
language then you have to login with en_US then it changes translation of en_US.
So would you please elaborate more regarding this issue.

Bug description:
I wanted to edit my tax names, and discovered that what openerp was
doing was actually creating a new translation of those names, rather
than editing the base name in the tax table. I would have thought that
you would only want a translation to be created if you specifically
hit the translate icon to the right of the field?
To make matters worse, the default tax report does not appear to use
translation, so it prints the base names.
I have a language created as en_AU, whereas the system started out as
en_US. My user pref is set for en_AU. On what basis is openerp
deciding that it needs a translation to be created for this field
value anyway? i.e. Why does it still think the 'base' language is
en_US? (At least this is what I'm assuming it is doing. I haven't
tried setting my lang back to en_US to see what happens).
