[Bug 1091590] [NEW] [Trunk] Please use proper english financial terms for budgeting

Hello,
As a former financial controller, I am surprised by terms used on
budgeting modules...
Please use :
- Forecast instead of planned (or use plan)
- Budget instead of theorical
- and most important : Actual instead of Practical (which is really uncorrect here)
Please see my suggestion on the attached printscreen...
