Title:
  [7.0] Project Scheduler - No user planning and wrong dates

Status in OpenERP Addons (modules):
  New

Bug description:
  We are currently facing a problem with the Phases/Tasks Scheduling in version 7.0.
  The scheduler doesn't seem to take into account the resources we have set, as you can see in the following lines:

  - Project "RD":
      Manager: User1   -   Team: User1, User2   -   Working Time: Tuesday (9:00-13:00 / 14:00-18:00)

  - Phase "RD1":
      Duration: 24 hours.

  - 4 Tasks:
      Duration: 6 hours
      Assigned to: User2

  (+ Resource "Human": User2 on Tuesday (9:00-13:00 / 14:00-18:00) but
  seems it can not be use anywhere..)

  
  1) When we run the Phase Scheduler on 24th dec, we expect a Phase from 25th December 09:00 (closest Tuesday) to the 10th January 18:00 (since we work 8 hours every tuesday, and have a 24 hours work to do, so 3 tuesdays).

  The actual result is 5th December 17:00 (closest Tuesday) to the 11th January 02:00, which is 8 hours later, so it seems the problem is linked to a TimeZone setup (we are based in Shanghai, UTC +8). 
  => Is it a wrong setup or a bug in the code ?

  
  2) Then we run the Task Scheduler, and the result is empty (regardless if the Project has only Tasks or Tasks+Phases).
  Here, I have no clue why nothing is created.
  => Is it a wrong setup or a bug in the code ?
