Public bug reported:

Timezone in user profile (fresh install of openerp-allinone-
setup-7.0-20130207-002327.exe) shows that Europe/Moscow is GMT +3, while
it's actually +4 now. Since it's changed just a year ago I suspect that
timezone library is just obsolete and worth updating.
