Could be solved by omitting create permission in the security rule about
this visibility as he will be follower afterwards anyways.

Title:
  Unable to create project as manager if visibility selected as
  followers on create

Status in OpenERP Addons (modules):
  Confirmed

Bug description:
  User has permission of manager on projects.  When attempting creation
  of a project, if the Privacy / Visibility is selected as Followers
  Only then the user is presented with security error/access denied to
  project.project  create.  If the visibility is selected as public then
  creation completes with issue and then the user can edit the project
  and set vis to followers only and save no problem
