Public bug reported:

User has permission of manager on projects.  When attempting creation of
a project, if the Privacy / Visibility is selected as Followers Only
then the user is presented with security error/access denied to
project.project  create.  If the visibility is selected as public then
creation completes with issue and then the user can edit the project and
set vis to followers only and save no problem
