  [Trunk/7.0, l10n_nl] Default tax incorrect due to missing sequence

Bug description:
  Somewhere in the recent flurry of community merges a tax template in
  l10n_nl lost its sequence. This is not a duplicate of lp:1017894 but a
  recent regression instead.
