Public bug reported:

7.0 addons revno 8724.

Reproduce:
1. Fresh database. Install Project. Create a user with project manager rights.
2. Login with user. Create project with Privacy/Visibility set to 'Followers Only'
3. Get an Access Denied error.

Expected:
Successful project creation.

Workaround:
2. Create project with Privacy/Visibility set to 'Public'
3. Change Privacy/Visibility to 'Followers Only' of newly created project.
