BIC requirement must be configurable (I think till next year)
currently many banking programs (fat clients) still require BIC here in Austria, hence import of payment orders will fail if BIC is not supplied

Bug description:
  Hi,

  The account_iban module in OpenERP 6.1 mandates the presence of a BIC
  code on an IBAN account number through a constraint. However, as of
  two days ago there is a resolution from the EU that drops this
  requirement (see section 8 of [1]). Therefore, the changes implemented
  for lp:805996 should be reversed.
