When I configure a Department Structure, with managers and parent
departments assigned, I should inherit it on the employee data upon
assigning the user to a department, as well a change in department
management should be viewed on the associated employees, without the
need to manually update all records.

So the Employee Manager (hr.employee parent_id) should be the Department
Manager (hr.department manager_id) unless he himself is the Manager, in
this case it should inherit the Manager from the Parent Department
(hr.department parent_id).
