[Bug 1065844] [NEW] Certificates with UTF-8 filenames are not installed

Public bug reported:

When using a non-utf-8 locale when installing ca-certificates-java it
can't install certificates with UTF-8 in their names.

>From when installing the package:
...
Adding debian:ACEDICOM_Root.pem
Warning: there was a problem reading the certificate file /etc/ssl/certs/AC_Ra??z_Certic??mara_S.A..pem. Message:
/etc/ssl/certs/AC_Ra??z_Certic??mara_S.A..pem (No such file or directory)
Adding debian:AddTrust_External_Root.pem
...
Adding debian:Certigna.pem
Warning: there was a problem reading the certificate file /etc/ssl/certs/Certinomis_-_Autorit??_Racine.pem. Message:
/etc/ssl/certs/Certinomis_-_Autorit??_Racine.pem (No such file or directory)
Adding debian:Certplus_Class_2_Primary_CA.pem

There is a fix for it in a later version of ca-certificates-java
(20120524), but please fix is for 12.04 too as it is a LTS release.
