[Bug 600996] [NEW] Alerts plugin does not load its settings tab accurately

Hello!

What I have here:
- OpenLP running on linux
- All plugins are enabled apart from the alerts plugin

The problem:
1.When I activate the alerts plugin its settings tab cannot be found in the settings (the tab is not present). When I close and start OpenLP the alerts plugin's settings tab is present.
2. Furthermore when you disable the plugin you have a similar scene. The alerts' settings tab is present in the settings even though I disabled the alerts plugin. And again, only after a restart of OpenLP the settings tab is as meant to be.

How to reproduce:
1. Open OpenLP and enable the alerts plugin. Go to the settings tab and check the situation. The alerts settings tab will not be there. Debug Log: http://www.pastebin.org/374689
