The Windows build is currently "automated" on my machine and does
everything mentioned above..

The only "manual" task I preform is to check the build by installing it
and running a series of quick tests through all the plugins.  If anyone
feels that this "check" is no longer needed then the build can be
"fully" automated.

I recently added the build as a scheduled task that runs 5:00 PM my time
(GMT -5).

Bug description:
  I'm not sure, how are windows builds created now, but I suppose that a
  new build is available when somebody creates it and uploads it to the
  download area.

  Nightly builds could be automated by creating a cron job (or use any similar tool) which would periodically every night:
  - checkout bzr trunk repo
  - create windows build (linux server with wine)
  - upload it to the download area
