Working as designed

The themes work in the following order:

Global --> Service -->  Plugin (AKA Song).  This was how v1 worked but
then only songs were theme able.

As we developed v2 I added themes to Bibles  and Custom was created
these should be considered at the Song level.

If there is a but the order should be renamed.
Global --> Service -->  Plugin.

Bug description:
  Bible theme change only works if theme level is set to "Song level".
  I think Bible theme should always change, if it is set so in settings.
